What’s Holding Back Plastic Waste Recycling in Chennai?

In Tamil Nadu, many plastic waste generators are not following recycling rules set since February 2022. About one in three has not recycled their plastic waste as required by the extended producer responsibility (EPR) system. The Tamil Nadu Pollution Control Board (TNPCB) is yet to impose fines on these violators.

Avoiding EPR Portal Registration

As of July 2024, 30% of the 1,095 plastic waste generators in Tamil Nadu have avoided registering on the EPR portal. This includes 323 generators who have not declared the amount and type of plastic they generate.

Environmental Concerns

There is no tracking of plastics that are being recycled or disposed of properly. Unregistered entities may be dumping plastics in open spaces, landfills, or water bodies, or working with informal recyclers who disregard legal and environmental norms.

TNPCB's Response

By mid-July, 772 companies that produce plastic waste and 99 companies that recycle plastic had registered with the TNPCB. In May 2024, notices were sent telling companies that hadn’t registered to do so on the EPR portal by May 31, 2024. If they didn’t, they would face penalties for causing harm to the environment. However, no penalties have been enforced yet.
