The annual return filing for Plastic EPR (Extended Producer Responsibility) obligations for the Financial Year 2023-24 has officially commenced for both Producers, Importers, and Brand Owners (PIBOs) and Plastic Waste Processors (PWPs). As per the rules, the deadline for filing these returns was set for the 30th of June of the following year for PIBOs and the 30th of April of the following year for PWPs.
However, due to the significant backlog from the previous financial year (FY 22-23), many PIBOs and PWPs had not yet completed their filings. As a result, the Central Pollution Control Board (CPCB) extended the deadline to the 30th of June 2024, nearly a year ahead of the original schedule. This extension inadvertently disrupted the cycle for FY 23-24, leading to a delay in the portal’s ability to accept compliance and annual returns for the new fiscal year.
The deadline for FY 23-24 was consequently pushed to the 30th of September 2024 for both PIBOs and PWPs. Despite this extension, many users encountered persistent glitches on the portal, preventing them from submitting their annual returns.
Now, after much anticipation, the portal has started accepting annual returns for a few PIBOs and PWPs from the first week of August. It appears that the CPCB has begun the process of accepting returns for FY 23-24, albeit in a phased manner, gradually allowing all stakeholders to complete their filings on the centralized EPR Portal.
What Steps Can You Take?
- Check Your Status: Verify whether you have been granted the opportunity to file your annual return by visiting the annual return section on the portal.
- Complete Your Compliances: Ensure all your compliance are done on the portal in advance. Even if the portal is currently not accepting your return, having your documentation ready will expedite the process once access is granted.
- File Promptly: If the portal has started accepting your annual return and your compliances are complete, file your return without delay to avoid any last-minute complications.
