
The Central Pollution Control Board (CPCB) has launched the Sellers, Importers, and Manufacturers of Plastic Raw Materials (SIMP) Portal to facilitate compliance with the Plastic Waste Management (PWM) Rules. While the portal officially became operational on January 4, 2025, it aligns with the amendments dated October 30, 2024. Initially, its functionality was limited, with applications not working as expected. However, the portal is now fully operational, providing businesses with a structured platform for data submission and compliance.
A User-Friendly Interface with Structured Categorization
One of the key advantages of the SIMP portal is its intuitive user interface, making data submission seamless and efficient. However, while the submission process has been simplified, data preparation remains a significant challenge.
The application process is easier than other portals, as it requires only KYC details. However, applicants may face difficulties in categorizing sales and procurement data according to MSME criteria—such as small and micro producers, medium and large producers, brand owners, and sellers.
The primary challenge is that if applicants lack this information, they will be unable to categorize the sales and procurement data correctly. Additionally, collecting this data is complex.
To prepare the required data, applicants must gather information from the Financial Year 2022-23.
Current Gaps: No Option for Recycled Content Specification
Under the PWM Rules, producers, importers, and brand owners (PIBOs) are required to use recycled plastic content in packaging materials. However, as of now, the SIMP portal does not provide an option to specify the percentage of recycled content used during data submission.
This omission creates a gap in tracking compliance with recycled content requirements. It is anticipated that future updates will address this issue, ensuring that the portal aligns with evolving regulatory mandates.
Operational Delays and Current Functionality
Although the official notification stated that the SIMP portal became operational on January 4, 2025, users initially faced technical challenges, such as the application not functioning properly or preventing submissions. Over time, these issues have been resolved, and the portal is now fully functional, enabling smoother compliance for plastic raw material stakeholders.
